Lower bolts are supposed to be tightened at ride height, which is all but impossible without a lift.

Here's the best way around it: with the car still on jackstands, without the wheels, jack up the hub/rotor assembly, so that there's 12-13 inches fender-to-hub center. Tighten the bolts.
