i might not understand the question correctly but your asking why the dsm can get 300+ hp out of a wheel whos max efficiency is at 16.5psi? the 16g turbo is a big turbo, a lot bigger turbine wheel than a K03 or K04, so although the max psi is at 16.5, it will hold boost longer. (taking a guess, let me know if i am close)
