As Z-tuned Alex stated below, vacuum is no boost, so no difference for turbos.
Why are you worried about turbo longevity? If you aren't ever in boost, why have a turbo?

Less load = less turbo spool
...so basically it depends on your throttle position the most, not so much your gear or even necessarily your RPM (you can be at 6,000 RPM and not even in boost depending on your throttle position).
But simply put, -10in/hg is going to be spinning the turbos less than just under 0.
The turbo's blades are always spinning once the car is started, so your bigger concern for turbo longevity is keeping clean, synthetic oil and proper warm up/cool down.
And from what i've been hearing...luck. :-D
