I have a different idea for becoming Stage III
If you're already at stage I/II and getting around 15 psi of boost, then listen to this. Stage III means bigger turbos that create around 20 psi of boost. If you could max out at 20 psi, then your car would be stage III status. It would be pretty easy to take out the throttle body boot insert a hose into it that comes from a small compressed air tank and a regulator that is set to 5 psi. Due to the sum of the partial pressures law, your boost level would be 15+5 psi. If you didnt want to have to get bigger turbos, i assume this could be a possibility. You dont always need stage III power, so when you really do, the compressed air would enter for a short amount of time while you press a button.
I know all the stage III guys will frown upon me, but this could work.

Either in the trunk or above the drive shaft bulge in the middle back seat flor
it would be a small tank like a paintball gun sized tank, these days you can get almose 5000 psi from 70 cubic inch small paintball tank.

there are sooo many problems with your idea i don't know where to start
no 15psi +5 psi is not 20 psi
if that our cars would be running 40 psi since each turbo outputs 20 psi.
also
you would have to have a HUGE a/c to out put enough cfm to make a difference.
your car would drag on the road.
