Default Ballast question - how to test?

My drivers side low beam was temperamental - it stopped working for a few days and started again and has since stopped (and the dashboard bulb light comes on each time it fails). I purchased a new bulb and that didn't fix it so I tried both my old bulb and new one in the passenger side and both lit up.

I checked the fuse and it was fine. Is there anything I can check to makes sure it is the ballast? I'm good with a voltmeter but I don't feel like electrocuting myself either. Any help - including offers of your working ballasts - are appreciated.

I should also mention that my high beams work fine.

Default the process of guess and check usually works

just switch them side to side and isolate whats broken
