Are "warm-up cat efficiency" codes bad secondary O2's or just a cold weather quirk?

I started getting these codes about a month ago. Has happened twices since, about two weeks apart. Happens when it is less than 40 degrees out. I drive for over 30 mins. Shut down car for about an hour, then drive another 15+ mins. CEL appears after 15 minutes. Is this a fluke? I have STFA to reveal that some say it is. Others have fixed the issue with new secondary O2's. I wouldn't think that the cats are bad. Any input?

I got that code for a week on Bank 2 and then no more CEL for me, it went away...

Default I thought it meant that the precats were on their way out. I have this code for both banks...
in addition to codes for both of my primary O2 sensors.
