On my LG phone (VX8350, Verizon), it downloads my phone book to the car. I can scroll through my phonebook on MMI or center cluster computer display. I believe that is the local copy it downloaded of my phonebook.

Yes, and this should be something synched and checked every time the phone pairs - to correct any changes (remove deleted entries on the MMI compared to the phone, or add any the phone has which are new).
