Timing Chain ???

Timing Chain ???
07' A4 w/110k.
One morning I go out for work and the car won't start at all.
Now I finally has time to work on it and I turn the exhaust cam gear with a 16mm wrench and only the exhaust cam moves, intake cam stays still.
I'm I missing something here?
I thought the timing belt would go first, but I may look like the belt snapped or the guides broke or the tensioner gave out???
Also I take it some of the valves are bent as well .
I assume pulling the head is in order.
Any advice ?
