I 95 "patrolled by aircraft" question

Hi,
what is the purpose for this "patrolled by aircraft" warning? To issue speeding tickets like in california? Seen 2. One close to west palm and another closer to jacksonville.

also, what is the reason for increased fines speed zones in non working zones?
