I was testing my connector today to see if I can power a reverse camera and there is no voltage at the terminals of the socket. I read the manual and it says that factory installed or properly installed tow packages have the tow lights "activated". There is supposed to be an indicator on the DIC that lights up. Its on top and its a left and right arrow with anumber "1" in between them. Is that light on in your DIC? It is not on mine. I have the factory tow package.
