Looks like a part of the legacy problems. New management (CEO) wants have nothing to do with that. Don't feel like it would be as meaningful as the initial discovery (i.e.: $25 billion and ongoing).

From what I understand, all the German car companies cheated to one degree or another because it's close to impossible to make diesel compliant with all NOx regulations, particularly the ones in the U.S. which are only getting tougher. Obviously, Germany isn't going to let it's entire auto industry be fined billions, so the focus has been on VW.
