It happens to me also,
I checked, someone said.it need to tight a nut just right above drive-shift. where the parking brake cable split into two cables which connect to the rear brakes.
In my case, 2007 Q7, I can not find the nut, also I always see two cables beside the transmission box. I can not find where the one cable connects to the two cables.

Same issue, I would like to know how to fix it also. But I have asked the dealership and (of course) they said to buy a new one. Its a shock absorber type pump part#7L0721689, its a cheap part but not sure about install.

mine goes like that in cold weather... since 2006 I am just in the habit of kicking it up as I release it. It was a common complaint in MY2007 but not much comment on newer versions so I assume they introduced a stronger spring/shock.
Anyone who had theirs replaced did not get recurrence.

Common problem. Happened on my '05 Touareg, '06 Cayenne and '07 Q7 (all used the same type of parking brake setup). The fix is to have the strut on the pedal replaced. Bad design if you ask me... every one of those vehicles did it. Good news is our '12 Touareg uses an electronic parking brake.

I had this fixed (under warranty) on my MY2007. They replaced the sensor, which was the cause of the problem. After a year or two, it started to happen again, and I just stopped using the emergent brake.
