Actually, I think an RS4 IC could be jacketed for use in air-to-water system quite easily, provided that you're willing to give up the gains that come from reversing the flow so that water goes through the passages originally intended for the compressed air. So long as you feed water in one end and take it out at the diagonally opposite end, you don't need to worry too much about optimizing its flow through the IC.
