One of my friends is psychotherapist and a member of the Association for the Treatment of Sexual Abusers. I learned from her that all the current "get tough" legislation is about getting votes, not about solving problems.

Her association works very hard to try to get pending legislation updated to match current research: the legislation is generally written by people seeking votes, not experts in the field of child abuse prevention.
