Bought a car from out of state a few months back.....................
and they assessed the value $900 over KBB retail so I used the form and went around getting estimates to bring the car to the perfect retail condition. Their excuse for their assessment being higher than retail? 'We won't raise your taxes to we will raise the value to get more tax dollars from the consumer'

I have beat the system on buying a car from Oregon.....kinda
I bought a vehicle, went to liscence it in Washington. I didnt want to pay sales tax, so i told them it was a gift. They said nice try. But i found out that if you have the vehicle title in your name in Oregon for 90 days( or close to that maybe its 120) you do not have to pay sales tax up here. So i just drove around with Oregon plates for a little bit.

Since you bought private party...
your bill of sale is automatically suspect, unless you pass their smell test (value schedule range). (If you bought from a licensed dealer, they generally accept that BoS without question, but there are known cases where it's rejected).
If your transaction price is well below the value schedule (not market value) document reasons why...5 years ago, I paid $3200 for an '89 944 S2 but also showed a shop's estimate for cylinder head repair at over $5k. They accepted my transaction price of $3200 even though it was perhaps half the value schedule.

Man you guys get screwed up there
Our state may be whack but you gotta love no sales tax. My brother is driving an 06 Impreza around South Carolina with Oregon plates. Registration there is like car property tax and costs a retarded amount.
We bought it here and saved not only thousands in sales tax but also those ridiculous registration taxes. So far it has probably added up to 3-4K in 3 years. And I got to do a solo cross country road trip in the car to deliver it!
