Update on my legal saga...I sent the guy a check last month for $600 with "Bill Paid in Full"

in the memo line. He says I owe $1600. He scratched out what I wrote and wrote "Payment Toward Invoice". That can't be legal, right?
I'm sure the judge will tear him a new one in small claims court, but I'm wondering if I have a separate civil case for check tampering. If it's a criminal matter, I will not waste the cop's time with it.
