    I cant argue the point since I know nothing about DOT benefits, but in concept it seems odd.

    For example, take the LIRR. (I know people who have family that work for them)

    They get a free LIRR "family" ID card which picture which they can use to ride the rails for free.

    What they cannot do however is use this pass for daily commutation. If a family member has to travel the LIRR daily to get to work, they should not, by the book, be able to use this card.

    I wonder if the DOT benefit is similar. i.e. can be used for the occasional parking need but not used as a function of daily parking.

    Just a thought.
