Laws for cabs going to NYC airports - I think I got taken
Took a cab from Mid-town to LaGuardia on Thursday. I typically head out there with a co-worker or by myself, but I've always been the first one dropped off. Last week, we were running pretty late, so we droped off my coworker first because his flight was about 20 min before mine and at a different terminal. We dropped him off and then the cabbie said he had to restart the meter, because he is only allowed to make one drop-off at the airport, otherwise the police will think he is picking up passengers outside of the taxi lines.
I called BS on him and said that was rediculous. He started complaining saying he could lose his license etc. I didn't want to get into it with the guy, so just let it go.
Is this true? Can cabs only make one drop off at the airport otherwise they have to restart the meter?

I dont think you did... sounds about right..... I found this regarding JFK
so maybe it applies to both, or maybe he applied the rule wrong. JFK is a flat fare, but I think LaGuardia is still metered. Not sure if that makes the difference or not.

The Taxi & Limousine Commission is conducting a "Flat Fare" program for trips between (to and from) the Borough of Manhattan and John F. Kennedy International Airport.
The flat fare is $45.00 plus any tolls. The meter will not be turned on and the night surcharge will not be added.
If passengers request multiple stops, the flat rate of $45.00 will be collected at the first stop in either Manhattan or John F. Kennedy Airport, and the meter will be turned on for the remainder of the trip. The metered fare should be collected at the last stop, from the last passenger.

Yeah, but it's unlikely that they made the rules different for LGA.
Do a little digging to find out what the rules are for LGA, but I wouldn't be surprised at all if it's the same.
