Oddly enough I find driving in LA more relaxing (if that is the correct term) than the Bay area.
People generally drive with more of a purpose - during commute hours anyway. And the turn signal use is way higher. Better, clearer signage helps too.
Here people pinball back and forth between the lanes for no fathomable reason and use one speed for driving in both parking lots and freeways - usually 25mph;-)
But overall it's dismal compared to other first world nations.

Also 101 Northbound right after the end of the golden gate
there is sometimes an officer on a bicycle with a radar gun, tagging people than radioing up to the patrol cars on the Alexander off ramp. They like to tag you for tinted windows too (received two)

North Winchester between Newhall and Stevens Creek...25 zone
I got nabbed here by a po-po on foot! And you know how I got pulled over? Another po-po runs out in the street with a stop sign!!! Its a 25 zone because of a senior center. They make a killing there, both directions!

"we can keep bad drivers off the road" - no sign of that as far as I can see
And with your own words you nullify any respect for the 11-99 foundation. Would you have contributed to it if you didn't get a huge plate that got you off speeding tickets? The whole concept is corrupt and abhorrent. Nothing wrong with contributing to a worthwhile cause, but people like you have damaged that cause. I'll tell you what, why not contribute and leave the plate off the car? Then I might respect you.
