LOL..."84 - 86 decibles" that's as loud as a garbage disposal. Looks like every single one....

The law is there but they have to prove that your exhaust is louder than stock......
They are just hoping that you won't want to go through the hassle of fighting a $50 ticket. That's why they don't charge more. It's low enough a fine that most people will just pay it.
BTW, the law says nothing about actual dB levels, it is simply not allowed to be louder than stock.
