World Motorsport Council's decisions
Some of these things make sense if agreed by all the teams, but I can't say that I support reducing the rev limits to 18,000 rpm. Won't everyone have to redesign their engines and modify the powerband to accommodate this change? It seems kind of late to introduce this, and especially if they are trying to save money in the engine department, this doesn't make much sense.
The more scary proposals are for 2010 and beyond, like standard transmissions, and homologation of various chassis components seen as "performance differentiators." Also, they are considering proposals for a standard KERS system for 2010 and beyond as well? Doesn't that make all this investment in a competitive KERS for this season worthless and a money pit? If I ran a team and knew that standard KERS system was coming in 2010 (and was already having trouble like Ferrari or Toyota), then I might just shelve it completely. The problem is they don't know, and any team that has a KERS advantage is going to vote against a standardized system while those that couldn't get it right will fight for one. I'm assuming this is what "standard KERS system means".

Re: 18k rpm.
The engines will just make less power and be more reliable. There's not really a lot they can do with the combustion chambers or intake tracts, since they're already as efficient as they can be.

Yes but an engine that runs at 18,000 rpm which is designed to have a 19,000 rpm rev limit
Probably won't make as much power as an engine designed to top out at 18,000 rpm. Is this an incorrect assertion?

They're thinking about shortening the races if they ban refueling so the cars don't have to be...
redesigned yet again. I say just wait until the next generation of cars before doing this. I like the races the length they are now just fine.

Yes.
The reason they run stratospheric rpm to begin with is that there's nothing else they can do to make power with the airflow; the intake tract, heads, and combustion chambers already flow as efficiently as they're ever going to. So, since hp is a function of torque and rpm, the only way to adjust power output after that is to adjust rpm - more revs, more power. Less revs, less power. Tinkering with the airflow will only decrease output at that level.
