Orange roadside poles with cameras, what are they?
I've noticed these things in two places now, once on I95 between I495 and Baltimore and again on RT.29(colesville rd), by White Oak. Orange, solar powered metal poles(mobile, with wheels), about 30ft tall, with cameras pointing down towards the road, in the direction of traffic flow. One on each side of the road. What the hell are these things? Anybody know?

speeding cams
distance measuring cams for sending out tickets on tailgating
vdot cams checkin the tags and linking that to the zipcode where the car is registered to find out where people are coming from
undercover DHS thing looking for somebody specific that is worth so much to put up cams =)

The Balt. Sun had a recent article describing these..
The intent is to monitor traffic flow on both sides (N/S) of the US 29 construction, to evaluate who is using alternate routes vs who is braving the construction. Apparantly the cameras are capturing license plates and monitoring the routes taken. I tried to find the article in the Sun archive, but no joy.
