we are staying at Le Royal Meridien, at the foot of the Palm Jumeriah next to the Ritz Carlton. I was going to make a reservation just got a drink at the skybar in the Burj, when in Rome?
We'll be there there in late March when I read the weather opens up a bit, and averages at least 75-80 during the day.
Would like to do the sand dunes, but want to see the mosques as well. We'll only be there for 2.5 days, and the wife wants some beach time, so we'll see.

Yep, do the bar...
just not dinner at the Burj. Wear your 60s-70s garb and you'll blend right in with the decor. I think the bar gets opened to visitors after 9:30 or something like that?

Only 3-5% of Dubai GDP comes from oil/gas, so...
not so much a result of that. But definitely feeling the overall slowdown, particularly since they've designed the emirate to run as a regional hub for commerce and as a tourist destination.
So, lots of stuff being built and going empty. Projects are being delayed, but not abandoned by the master planners. They're projecting single-digit economic growth for the emirate this year, which is better than most economies these days, I guess.

want to take night shots from the ground of the Burj. Are the beaches in from of the Madinat and Jumeriah Beach Hotel private?

I checked again, and it looks like you can get bar reservations from 7-10 p.m.
...with some sort of cocktail package for 250 dirhams/person (around $60-$70), but that doesn't help with your photography situation. So you might be better off with the tea option.
Not sure about the beaches being private (I suspect not, except for the palm-treed/cabana areas), but I would think you could walk right through the hotel entrances to the back as if you were a guest and set up some shots without too much trouble.
