is this normal?
so i so happened to look at the engine and saw something weird when i was moving the throttle body, and saw the tensioner move, any ideas? kinda worried so words of advise would be awesome. there was some play and i noticed it so thought id ask.

The tensioner pulley is moving in response to the belt accelerating from the throttle blip. It should settle down when the rpm stabilizes again. As long as the spring is maintaining tension on the belt and is steady and noise free otherwise, it is working as advertised.
If the tensioner arm gets a jerky motion at constant rpm or the pulley bearing is noisy, it needs attention. This is an expensive part so take care of it. Audi only sells the entire assembly, but some replacement pulleys have been found at Volvo, or the bearing is a common part and the pulley can be split to replace it.
The belt is difficult to see. You should make sure it is kept in good condition since it operates some important accessories. You do not want to be trying to change the belt on the roadside because it broke. It can also do a lot of collateral damage if it does break on the highway.
