Error Code 2231 - Anyone aware of common cause?

Error Code 2231 - Anyone aware of common cause?
The bible says:
2231
VAG1551/2 Code Number 00533
Idle Speed Control,
Idle speed adaptation limit exceeded, Sticky ISV, air leak.

Still getting the 2231 Code ......
Have now swapped out the ISV with a 'known to be good' unit.
The Check light comes on after, or during idle. There are no obvious symptoms other than the light itself! ..... [though @ 18'ish MPG around town I think maybe the mileage is suffering?]
What next? .... I've got a 2.5K mile trans-European roadtrip starting tomorrow!
