In this order,
1.
check history of the car. How and what was maintained on the car.[timing belt,serpentine belt,hoses,all fluids,sensors,bushings,brakes (pads,lines)CV boots,Steering Rack].
FIX as need be and FLUSH all fluids.
2.
Then I would upgrade brakes to BBK(993 calipers,RS2 brackets or Apikol,A8 rotors 323x32,Pads,Brake lines,flush brake fluid)
3.
then after all this then go for chip,RS2 manifold or Wagner or 034.And not a BOV but a bypass valve.Which I have a few extras I could sell you one if you want

Yes, check all maintenance items and that everything is functioning correctly as suggested by Uber-S-S6 and mostly what he says for upgrades too.
I would start with a set of H+R springs to lower the car since, for my taste, the car sits way too high with stock suspension. If the shocks have not been replaced, then this would be a good time to freshen them up too.
I am also keen to have the best tires I can get for my cars, so if they are needing replacement - get that done with a good set of matched tires. Tirerack.com is the best for figuring out what you want.
Next, brakes and if you are not going to track the car, then a good rotor like Brembo and a good set of high performance pads will most likely do you fine. I think a BBK is great but they are massively expensive in my opinion for a street car.
You can get quite a bit of power from just the chip upgrade without having to do the RS2 manifold, which is again very expensive. With the chip I would do a better bypass valve as Uber-S-S6 also suggests and include a set of Samco or other upgraded silicone turbo hoses.
With the money you don't spend on the BBK or the RS2 goodies, you could get an exhaust system.
My .02 worth.

Good catch on the suspension upgrades.
I agree that path is good for starters with little amount of cash outlay.
the BBK is very nice when the HP goes up.you have to able to stop fast as fast as you go.But yeah,New springs,shocks,new tires and rotors and pads is a very good start after the other maintenance.

I say chip it first - it transforms the car into a 4-door Carrera
I have a Hoppen Stage 1+ which adds about 50 hp and torque

Uber is on the money, outside of the brakes. I would agree with blacka4avant on the brakes, however, go with what you like and what fits your budget. My BBK kit was great b/c I loved the look and the comments I received about them (they were actually 993TT Big Reds).

Er, the 4 door Carrera comment applies to a Hoppen-modified UrS-car that was taken beyond RS2 power levels with an RS2 turbo, EM, etc. and new software. If you have a Chipped UrS with MTM+1, you have an UrS the way they should have been delivered by the factory, nothing more.
