Power steering whistling sound- is this normal?

Power steering whistling sound- is this normal?
AR 2002- When turning the wheel all the way to the right or left, I hear a whstling sound. Is this common to all audi models? All my japanese cars make a "hissing" sound.

So, whistling sound means something is wrong? I'll check the fluid this afternoon. How do I check the belt? And lastly, what's the best work manual for this wagon? Thank you!!!
