Yeah, it's usually the battery of crash tests that are required...
...It can be other things, too...such as emissions. Eventhough the car WOULD pass the test, Audi didn't believe there was enough sales potential in the RS2 price range versus other cars in the North American market to offset the cost of importing them and making them meet NHTSA standards. It is the same reason that Audi didn't sell the S2 or currently sell the S3. It's because they would have to charge too much to make up the difference and there are far to many cheaper choices to go with that have comparable specs. It's just business. However, the plus side is that you can import the RS2 when it becomes 15 years old!!! It gets put in a different classification and becomes okay to import. Hopefully there will still be some around by then that are in cherry condition.

Wrong on the 15/25 years. The RS2 is on a never importable list at DOT
It will be importable to Canada when it hits 15 years old.
