From the inside of the fender... There's tabs that hold it on.

Does that mean I have to get behind that part in the fender and unclip some tabs?

Default Here's what you do

Turn the steering wheel all the way to the right. Then you unscrew the 4 or 5 screws that hold the plastic wheel liner in place. Then reach your hand in behind the fender and unscrew the plastic nut holding the molding in place. With the door open, slide the molding piece towards the door. The molding piece will pop right out. As for removing the silver piece, you may have one or two posts with a retaining washer(s) on it.
