I posted about the newsletter I received from my insurance company regarding the switch. Here's the article from Safeco's Customer News fall/winter 1998:

"How to get an air-bag on/off switch for your vehicle.
Air-bag on/off switches are now legal. To have one installed, vehicle owners must complete a NHTSA request form. Forms are available at dealerships, repair shops, state motor vehicle offices and AAA. Or call the government's too-free Auto Safety Hotline at (800) 424-9393.
Vehicle Owners must fit one of four profiles:
- You can't avoid placing a rear-facing infant seat in the front passenger seat.
- You have a medical condition that places you at specific risk.
- You can't adjust your driving position to keep approximately 10 in. from the steering wheel.
- You can't avoid situations (such as a car pool) that require a child 12 or under to ride in the front seat.
Mail your request form to:
NHTSA
700 7th St. S.W.
Washington D.C. 20590
If the request is approved, you'll receive a letter of authorization from NHTSA. Take the letter to an auto dealership or other service outlet to have an on/off switch installed.
NHTSA lists dealers and mechanics who install air-bag on/off switches on its Internet site - www.nhtsa.dot.gov" (link attached)
The website does address liability issues that dealers may have. I saw that Rector Audi in Burlingame, CA is on the list. The only Audi dealer I recognized in CA. I hope this information helps anyone who needs to have this done.

NHTSA Web Site
