The owners manual for my '01 TT sternly recommends increasing the tire pressures 3psi over the summer tires when running winter tires (meaning 33F/30R becomes 36F/33R for my application). Is this what people are doing?

...by 3 psi over the recommended pressures posted on the inside of the fuel-filler flap, but then discovered I was wearing the insides of the tires more than the outsides. I then lowered the pressure back to the recommended pressure. I can't say that this cleared up the wear issue, but I didn't really see any benenfit by running the higher pressure, so I stopped doing it.

I'm guessing this is due to the loss of psi when the temps drop. Remember that the PSI in your tires will drop about 1psi per 10 degree drop in ambient temperature, plus lose about 1psi per month. Sounds like Audi is covering their rears, not a bad idea. I run mine just a bit higher as well....

It seems to work just fine.
