We were told to remove these when dropping off the car in Europe. The US dealer did not put in new ones. When I did this through Mercedes a few years ago, the US dealer put in new, US spec ones. Does Audi USA not do this? Are we supposed to keep the European ones and put them back in the car?

Just bring them back with you and put them back into the car. Triangles and medica kits aren't required by US law.
Audi used to include them in US cars but stopped a few years ago.
