I just want to get an underatand of a TSB and what im entitled to as an AUDI

I just want to get an underatand of a TSB and what im entitled to as an AUDI owner. I am just out of factory warranty but planning on buy an aftermarket one.

Does audi have to fix these for free whether I am or am not in warranty?
Will some dealers fix and not others?

My experience regarding TSB and having a good relationship with my service dept is they are Alerts for the mechanic *if the car is having issues in an area and references how to fix the problem. Don't get paranoid about them..you'd go nuts! but if your having a problem in an area you can define (such as the car won't shift into reverse) that's when you look up TSB's.
