Typically, RS models show up near the end of the lifecycle of their respective platform. The B8 RS5 would appear to be an exception to this rule for IMO, at least one of two reasons.

1) Audi wants to capitalize on the A/S5's cool factor and get the go-faster version on sale ASAP, bypassing the traditional waiting period.

2) Audi wants to make a B8 RS5 and RS4, but not simultaneously, and thus the RS5 early in the B8's lifecycle with time for an RS4, in it's more traditional time-slot, later on.

This makes even more sense if you assume that the B8 RS5 will have a derivative of the B7 RS4 and/or R8's V8, and thus no need to build an engine from the ground up [and thus allowing the car to be brought to market sooner]. At the same time, the B8 S4's return to forced induction with an all new engine would at least point towards something similar for a B8 RS4...and thus the desire/need to push that cars introduction out somewhat, in order to get it's powerplant ready.

I think your reasoning is correct. BMW' current M3 and M5 models also delete the foglights.
