So, I called my dealership to get a quote for a standard suspension to sport suspension upgrade... $1900 in parts, $1300 in labor.
This doesn't seem right to me. I can get coilovers for less of price! Am I missing something??

Thats sounds off, the parts shouldnt be more than $250-300 I wouldn't think.

He said that the things that are different are:
1. Springs
2. Struts
3. Sway bar or stabilizer bar (not sure what he called it).
My thought was similar in that parts shouldn't be over $500 (at the most!). He went on to say that Audi doesn't have a 'package' that is sport suspension and that his thought is that alot of 'stuff' is done at the factory to prep for sport suspension.

Ask him to look up package code PPS (18" Sport Package) & PSP (19" Sport Package).
He's probably quoting you the cost of ordering the parts individually & performing the labour themselves.

. . .on a 1997 A8 I purchased new. At that time, there was no sport option. I ordered the parts for an S8 and the box had:
4 springs
2 anti-sway bars
4 struts
assorted? rubber bushings -- or grommet like things. . .
Required one day for the change over, then, 1,000 miles a four-wheel alignment (the second one.)
Ordered the suspension parts from Hoppen (in Florida, since AoA did NOT import the S8 at that time) and they cost pretty close to the amount you quoted -- labor, however, was less, but not more than a couple hundred bucks less.
Also ordered an upgrade for an A6 to put on my 2003 allroad -- sway bars ONLY -- whole thing about $500.
The parts cost, does seem high, if you asked me.

the order guides posted here on the forum there are options for 18" sport suspension, 19" sport suspension as well as S-Line that has the sport sus. If your dealer is really trying to sell it as an aftermarket add-on, I suggest going somewhere else.

And suggested he look by order guide code for the package (PPS,PSP) as another post suggested. Nope! Can't do it he says...
No issue though, because of this I found a small shop in my area that comes very highly recommended that specializes in German car mods. He quoted me < $500 for the labor, and ~1k for a good spring/shock combo.

...It's ridiculous to try and buy the parts from the dealer - go aftermarket!
