Car will not rev above 4000 RPM's when sitting still. Any thoughts?

Not really sure why, but it's governed not to allow you to rev pass 4000 rpm when stopped. Mine does the same thing, actually everyone's is the same. Computer chip, might get rid of it.

Mine does not do this. I can rev mine to any rpm while stopped, with/out parking brake/ service brake, clutch depressed, clutch released in neutral.
Different software?
