Here are the results:
I have now driven 1998 2.8 30v A4's with the following aftermarket chips installed.
Wett
TAP
Neuspeed
Firstly my impressions are only from driving the cars - there was no dyno testing done.
My car has Quattro transmission the others are FWD.
I have a TAP chip with no other inhancements at this time. The chip makes a difference but it is mild. Mainly a torque increase throughout the rev range which is increased by 300rpm. The flat spot at 4600 has not gone completely, (this spot is mainly caused by the cams going through a transition point anyway),but it is alot better. The stated claim by TAP of up to 17 HP is a large stretch I would say.
The Wett chip preforms (on a FWD car) almost exactly the same as the TAP chip. Like TAP Wett have decided not to remove the speed limiter. Seat of the pants experience maybe slightly more low end torque to TAP but it is so slight it might be my imagination.
The Neuspeed chip is interesting in that Neuspeed reflash your existing chip and reinstall it on the board. Therefore when you look at the board it looks exactly the same except for the soldering looks different under a magnifying glass. With the others you can tell (especially Wett), TAP resolder a new chip but on mine it says "Pentium" and has some writing scratched out and has the word "Flash" written on it in silver pen. A trained monkey could tell the board has been tampered with on all except Neuspeed. The A4 with the Neuspeed chip drove as well as my car the only difference was on the expressway I drove the car at 235 KPH (well over 130 MPH)- a real buzz I might add.
To sum up these 3 chips are more or less all the same. Therefore Neuspeed wins hands down because it is a fraction of the cost, it is much less detectable and they remove the speed limiter.
I wish I had known this info before I shelled out the $500 + for my chip but at least whomever reads this can hopefully learn from my experience.
GK
1998.5 2.8 30v Q 5spd

Anyone know whether the Advanced chip extends rpm or top end? I have one and I'm pretty happy with it, although I think seat of the pants testing is a load of subjective bull****. It did help me muster-up a 15.43@ 89.03 at Carlsbad raceway.
Damon
98.5 30v Avant QMS, AMS chip, K&N, cat back

You can use who you want Garret chips are $300 and I"d say Neuspeed are a safer bet. I could probably ram a chip - would you buy a chip from me?
GK
