So the XSi has 2MP more. Not a big deal. It's not a sufficient enough increase to give you any more room for cropping.
40D has ISO 3200 (H mode). You could do the same with the XSi by dialing in a -1EV and then later boosting it by a stop in Photoshop for example.
40D has a better focus system, faster shutter speed (1/8000 vs 1/4000), probably better battery life, better viewfinder, and can shoot at a max 6.5 fps vs 3.5 for the XSi.
Both have spot metering and live view. A few that I talked to that have the XSi don't even use live view and could probably live without it though don't get me wrong, it could be useful for stuff like macro photo or tethered shooting (I think you can control the cam from a computer for use in a studio for example).
XSi now uses SD memory, no more CF.
40D probably has a better "weight" and feel to some. Though uses the more expensive remote release using the N3 connector vs the run of the mill mini-headphone jack for the XSi which you can build easily for a few bucks.
Hmmm the differences are small..... the 18-55IS lens is a pretty good lens also. Tough call, given the features of both. I'd probably lean towards the 40D but if you want something light, take consider the XSi if you're willing to forgo some of the features found on the 40D.

I read RKA saying get the 40D which made me think he was looking at one.
At least the points are made so if somebody is getting one, they can read my two cents :)
