In the first picture, the paint is highly glossy and reflective. We call that 'liquid metal'.

#2 doesn't show any glossy reflections other than two tiny highlights on the fenders, so the paint looks dull. If a photographer wants to achieve such an effect on a black car on purpose, he has to work hard.
