The car is a 98 30vq. It stutters at low rpms in first and sometimes second gear. Reading Meas block 090 shows Cam adjust. staying off and both cams staying at 0.0 degress. I checked using the diagnostic outputs and both cam adjusters make nice loud clicks. What would keep the ecu from turning the Cam adjustment on? I have no codes and everything else seems to be in check.
