I need to take the radiator support panel off of the car, and unfortunately, it seems the long, Torx-40 bolts that hold the plastic bumper to the metal bumpers seem to be stripped. Any suggestions on how to get them out?

That's actually a really good idea. Thanks!

You just need enough room to hammer these into the top of the bolt.

http://www.bobstools.net/Store/LS62900.html

a) Get a small (6") pipe wrench (type with jagged teeth, not monkey wrench with smooth face). Get it around the bolt head and pull up the slack. Then whack the end of the wrench with a hammer. This should shock the bolt loose.
b) If you can't get a pipe wrench around it due to interference problems, get a hammer and center punch. From the side of the bolt head, hammer the center punch into the side of the bolt head. When you have a good dent in the bolt head, move the center punch free end to the right side a bit so that you're aiming in the direction of loosening the bolt. Now, give the center punch a few whacks with the hammer again. This should shock the bolt loose.
