Whenever I press in the clutch I feel a slight "tick" as if some switch is being released. I can compare the sound to pressing the brake and feeling the point where the shift lock is released. Is this normal??

Sound occurs when the car is on and off...seems like its a safety for something. Any ideas?

Yes, it's normal. It is the switch that tells the ECU that the clutch is depressed for startup.
