I'd say the cars built in August came with it.

The PX3 package without Bluetooth was discontinued around July or August, although Edmund's still lists it as an option. Now, only the TBT Bluetooth technology package is available. Personally, I would have preferred the PX3 package since I don't use Bluetooth, but I had to take TBT when I ordered my car in August.
