For 10 grand you could go with cams, exhaust, transmission upgrades, suspension and brakes.

Cams would increase torque and HP as well as lower the peak torque point and HP point in the RPM band. Tranny upgrades would improve the gearing differential between second and third as well as increase sixth gear ratio.

I know you would be hard pressed to get custom gears made for around 10 grand. Thats a lot of tooling that would have to be custom made and setup time.

tell you what. if someone could do a SC for under 20K and put it in a base- no options new S4 they'd have a 70-75K car, even after a suspension and wheel upgrade, that could be faster than an RS4 and a whole different kind of fun.

sure. no warranty. but hey....

But if you look at what a used S is worth plus 20K you are still cheaper than a RS

Cams have been developed and are very proven. As far as the tranny work, there are kits available for the B5 S4, and again from what I've heard the marketable product will be here very soon (I believe in conjunction with limited slip differentials). Should be relatively affordable....

have the capability to create gears from scratch. And quality wise what are they made of, are they ground? And what do we have in our boxes to begin with?

I would assume that Stasis works with very reputable companies (think Mahle and Audi AG), as shown in their SCCA success this year.
