Audi doesn't want to release them before they are 50 state. Unfortunately by that time, the competition would also come out with diesels. That would make Audi's R10 program/marketing sort of pointless. I hope that Audi can get its diesels here quick. However, I know that it is tough. The EPA is fully correct in worrying about people simply not replacing the fluid b/c people are lazy and cheap. There are other NOx reduction technologies that don't require urea. Personally, I think this Mercedes cheapo solution to reducing NOx is not going to be successful in the market. I've noticed that perceived air quality in Paris and London has gone downhill since the popularity of diesels increased. So, I'm not exactly looking forward to a world filled with diesels.
