that was later refunded, in whole (like MAF/TB core deposit refunds) or in part (like the Canadian postage refund yesterday) ever been assessed or levied any fee whatsoever by Paypal at your end associated with that refund amount?

A true "refund" should not be levied by PayPal.
In every transaction involving foreign currency there *HAS* been a conversion fee.

to paypal it looked like just another payment coming in.
at that point I'm sending you the dollar amount Paypal deposited into my account "after" they assessed fees as well as "after" the refund time limit had expired. As far as Paypal knows at that point I'm actually "purchasing" something from you. In those cases people are essentially "double-penalized." because I shouldn't have to return "more" than I actually received from Paypal when someone is late and then Paypal hits you on my transfer to you as if I had bought something from you.
But correct me if I'm wrong in this particular event in as much you were fully apprised and aware this was going to happen months and months ahead of time and it was totally "your" call and choice at the time rather than any error or fault related to me or Paypal.
