Apparently it's called a "damper" (vacuum damper?) and it's been superceded by part number: 038 129 807

How do I know? Because I needed to buy one because the plastic barb (that the vacuum hose attaches to) broke off when I tried to pull-off the old hose! (dammit!) Luckily it's just $15...
