I would like to refinance my car, drop the payments down. Talked with my bank (b of a) they want me to put $2k down to refinance. Is that normal?
also if I sell the car now, get a POS then I can start to save up for the S4...I still want an Avant...

Mine requires you to open an account ($50, which earns interest). Every time they lower their rates, it gets applied to everyone's loan. The payment stays the same, more just goes to principal. They can never raise your rate, they only go down. I've received notices twice in the last two years saying they lowered my rate. They aren't in the Seattle area, which is a bummer, but I think anyone can join. Cowlitz PUD Credit Union in Longview, WA 360-577-7509. I've done all my loans over the phone, but when you sell a car (especially a private individual) it can be a pain. Good luck, there are lots of deals be had.
