Maybe 10 minutes from Monterey, 15 minutes from Salinas. I think it's closest to "Seaside" or something like that.

Monterey is a nicer place to hang out -- it's touristy, while Salinas for the most part is largly Mexican farmers and agricultural. Hotels in Salinas may be slightly cheaper, but you'll have more fun in Monterey in the off-time.
