I recently lived in France for a year and drove all over Europe. Cruising down the autoroute on a wet road at between 140-160 kph, seeing a rear fog light on a car in front really made a difference. You could see that ligjht a long ways off and could back off the speed long before you could see anything else. Some cars had two rear fogs, but it didn't do anything to increase visibility, and under some conditions it was oboxious because they are so damn bright. Makes you want to pull up behind them and light up their rear view mirror with your high beam xenons, especially the way idiots here in the US drive with rear and front fog lights on all the time.
